3E was appointed by the Port Authority of Moerdijk, The Netherlands, to deliver technical guidance for the development of a 6.23 MWp and a 1.98 MWp solar PV parks located on pipeline strips along ring roads. After analysing the client’s requirements 3E created the technical specifications for the public tender and assisted Port of Moerdijk on the selection process for the construction party.
Project description
The client, the Moerdijk Port Authority, is responsible for the management and development of the port and industrial estate in Moerdijk. In line with its sustainability ambitions the Port Authority wants to limit the impact of its port activities on the environment and move towards carbon neutrality. No question of building these solar parks on natural areas here. The PV panels will be installed on already urbanised lands, making double use of pipeline buffer zones while preserving the surrounding nature reserves. Another noteworthy characteristic of this project is also that the panels should be easy to remove, e.g. when cables and pipelines have to be laid underneath.
Due diligence
From the drawing of the technical specifications to the assessment of the proposals and the EPC selection, 3E supported the client during the whole tender process. As a technical advisor, 3E advised on the proposal made by the EPC party and optimized the design to make it conform to the objectives of the Moerdijk Port Authority.

The chosen EPC party, Engie, will now install more than 18.570 PV panels on a 6.8 ha area. Construction work will start shortly and is expected to be completed by spring 2021. The next step for 3E will be to monitor the project during the construction phase and guide the client up to the provisional and final acceptance certificates.
